From the Missoulian: "U.S. Attorney Bill Mercer said Thursday a Ninth Circuit Court of Appeals ruling frees his office to resume prosecuting one segment of the sex offender population. That's people who are convicted of a sex offense in another state or in Indian Country and then move to Montana - or onto a reservation - but who fail to get their names on the Sexual or Violent Offender Registry."
The Ninth Circuit Court of Appeals website has the opinion in USA v. Gallenardo.
